Neil,

I use Ferree's ring shrinking press. It is a one ton, rack and pinion,
manual press that comes with an assortment of tapered cones and drivers. The
ring that needs to be shrunk is placed on the stepped edge end on of a
double sided driver. (The driver is a steel plug that looks similar to a
clarinet barrel.) The two are then inserted into the receiving cone and
aligned. The two dies with the ring in-between is placed in the press and
the driver pushes the ring down into the taper. The ring becomes quite stuck
and lodged in the cone. I knock it back out with the blunt end of a drum
stick. The ring is turned over and the process is repeated.

While great pressure is used, it is important to be delicate about doing
this so that the ring is not distorted or pushed too far down into the cone
and reducing its size too much. Using this tool is like learning to use any
tool....it takes time and experience.

After the ring has been reduced in diameter, it is tapped back onto the
clarinet piece using a rawhide mallet.

The same principle applies to bottom ring on bells. However, the receiving
cone is quite large around and the driving dies are large, plate like disks
with a cylinder rising from their centers. The bell is placed into the
receiving cylinder with the bottom facing up. Greater pressure is usually
required to draw in this bottom band while still on the bottom of the bell.
I hope you can visualizes this whole thing. If not, get a copy of Ferree's
catalog. The ring shrinking press is shown on page 66. If you would like to
buy one for your own personal use, the price is $670.90 plus shipping. When
you get it, you'll have to find a good sturdy place to bolt it down.
