It's a blade that is set in an adjustable frame. It clips a bit
of material off the end of a reed. The result is that the reed is
stiffer. Also, if the tip of your reed is damaged and if you don't
mind the reed being a bit stiffer, you can clean up the tip by clipping
it.

As to why clip rather than throw the reed away and choose a new
one, sometimes you can't find exactly what you want in the box.

Then there are the plastic (Legere) reeds. Not that it makes any
difference, but I'm still undecided about them. You can soften them
(by sanding or dipping in boiling water), but evidently clipping them is
not reliable.
