In the USA short instructive excerpts may be allowed under the "fair use"
clause, but copying entire copyrighted works is not. In many other countries
the concept of "fair use" does not exist and not even short excerpts may be
copied without permission.

A copyright holder may, of course, at their discretion allow copies or
facsimiles to be created, but that would be under a licensing agreement.
Some publishers in fact do allow such agreements to be in effect.
