No it is an attempt at accuracy. It is very simple. Although both are
reprensible, they differ in philosophy and and the implementation of their
philosophies..

Nazis are an organized group with a defined program. Nazis hate Jews,
gypsies, blacks and EVERYONE that doesn't fit their definition. In
addition, the Nazi creed is to take action to purge the race of all such
groups.

Anti-semites hate Jews. They are not organized although some belong to
anti-semitic organizations. There is not a creed to purge the race of the
Jewish people although some belong to groups that espouse such creeds. It
is quite possible for a person to be anti-semitic but to detest
discrimination and pograms against the Jewish people on the basis that
discrimination and pograms are simply wrong to begin with.

All cats are carnivores but not all carnivores are cats. All Nazis are
anti-semites but not all anti-semites are Nazis. Since they are different,
the approach to dealing with them must be different.
