It can be. On the other hand, reeds in either of those situations can
work well -- unless by 'falls short of the mouthpiece's tip rail' you
meant, short of the *bottom* of the mouthpiece's tip rail. *That* won't
work.

That's why, probably.

I don't think so. I suspect that it's not considered that sensitive a
parameter. If you're worried about it, you can always adjust your reed.
Reed tip profiles differ, too.

Such an adjustment might make a stiffish reed too stiff, of course. But
then on the other hand, it might bring another reed to a better playing
condition......
