The information on the above link appears to be 4 years old, and so may not be the most accurate.
I'm no expert on international dialling, but to quote UK telephone numbers to people living abroad,
we drop the first 0 and add '+44',
so the number 01688 400 242 becomes +44 1688 400 242.
