As far as I understand it with question marks, anyway, is that they go in
the quotation marks if applying only to the quotation and out of the
quotation marks if applying to the whole sentence.

e.g. "To be or not to be?" is an excellent example of iambic pentameter.

Who was it that said "To be or not to be"?

(I think, anyway:))

For a truly senseless debate, how about whether the punctuation is to be
placed in or out of the "quotation mark?" (We had a meeting on that one,
too . . . )
