Larry,
You're right that the high range of a Bass is different from the other ones. Its tone tends to be quite a bit thinner and resembles the shrillness of the altissimo of a tenor sax, but much quieter. However, "stuffy" is not normal. If sound is being muffled it could well need adjustment. Bass clarinets are notorious for being easily put out of adjustment. My old one needed something virtually every other week (or so it seemed). That said, if all the notes come out easily enough, it probably is just that instrument or maybe even the reed-mouthpiece combo.
How's that for a straddleng-the-fence answer. Obviously, the only real way to know is to find a competent clarinetist to try it out.
