Yes, the meaning does vary among brands. There is a chart of reed
strengths for a dozen or so manufacturers in one particular catalog, but
the numbers are a matter of opinion to some extent and there is
variation within each box. I'm not touting one particular vendor, but
the chart is handy and the catalog is for free:

Lurie is generally regarded to be softer than most other brands.
Probably the other reeds are too stiff for you.
