This is certainly a statement that should be opposed, at least when it comes
to amateur orchestral playing.
I have had tremendous fun and joy playing in amateur orchestras over the
past years but I'm still stuck when I have to transpose quarter notes in
Adagio speed from C to Bb or A.
If I had followed such "advise", I would have missed a lot in my small
musical life, so I think we should not discourage young players with
requirements that may apply to professionals but is a luxury for amateurs.

BTW: I am still looking for the Bb or A parts of Smetana's "Bartered
Bride"... ;-)
