Does anybody know anything about how the finish of a clarinet bore can
affect tone, response, intonation, and/or tuning?

I don't have first hand experience with bad clarinets
(fortunately), but the text books say:
The bore (the interior surface) reflects the 'sound waves.' A
number of things change when the reflective surface is bumpy and
therefore the reflections are irregular.
It's not just grain. The list of irregularities includes an
unpolished surface, pools of liquid or accumulated dirt in the bore,
scratches from improper 'swabbing' with a stiff brush, and so forth.
Surface irregularities (as opposed to changes in the bore's basic shape
as you move down the bore) are considered to be 'bad'. Example
metaphors: fuzzy tone, muddy tone, not resonant, too resistant, overly
subdued, uneven loudness depending on the note.

Cheers,
Bill
