But then the speed of the 7 notes would be very different. The whole
bar length in your version would be eight eighth notes, ie 4 quarters;
in my version it would be 7/3 quarters @-----.

Perhaps you meant 7 in the time of 4: that would be 2 quarters, as
opposed to two and a third quarters.

I thought that was the point -- namely that the bar was to contain 7
notes at the speed of the previous triplets.

For that to work, everyone in the group -- is it a group? -- would have
to have that bar notated in that way, even if they had nothing to play,
so that they knew when the next bar began. That often happens in
contemporary music.

But I notice that Bill has posted subsequently about 'getting back on
the beat', as though there's an independent rhythm, like drums, say,
going on. Whereas I thought that he wanted to redefine the next 'beat'
as the beginning of the subsequent bar.

If he didn't want that, then I misunderstood, and have nothing further
to say.
