you are right. All gifts to the President fall under the Civil Service
law on this. To see how strange this can get, look at Jimmy Carter's
suit. President Carter got a bolt of fine Irish wool fabric from the
Irish Prime Minister. It was a custom design with very small "J"s and "C"s
inter
locked in a pinstripe pattern. (I would have loved to see it.) The
President had a suit made from the fabric, and wore it when Irish
dignitaries
visited. At the end of his term, he had to *buy* the fabric for the
*fair market value* of custom woven fabric, or return the suit to the
Archives.

P.S. The US Archives gets all this stuff. If it is in the Smithsonian, it
is on loan.
