It seems that perhaps our sticking point is what you might consider to be a
full education (as described by earlier posts - and what the
"promises/contract" - verbal or written - specifies) and what the
univesity deems a full education (I believe the example was allowing a
student to elect choir as their major ensemble rather than band).
