I wonder if any of our lawyer associates would say that more than a promise
has been made. In view of the fact that a school usually publishes its
curriculum offerings and degree requirements It seems to me that the
statement above would constitute an implied contract, if there is such a
thing. A school should not advertise the availability of a service, accept
money from a customer, then deny a portion of that service without offering a
substitute that is agreeable to the customer.

If I remember correctly, the concern was that of having one fluter too many
in a band. One more flute can't be a problem.
