Not yet, unfortunately. They're working on getting PayPal to work
internationally. In the meantime, this is what I put on the Pledge Page
(http://www.sneezy.org/Pledge.html):

"... Unfortunately the PayPay service does not yet function outside of North
America.

For people outside North America there are a few options that don't involve
onerous money exchange fees: Postal money orders made out in US funds
(available in many countries), presigned traveller's cheques, and wire
transfer (in some countries this is relatively inexpensive). Sneezy.Org's
bank account routing numbers are: 241070417 3340006033. If you choose to
wire funds please let me know so I can include your name on the list of
donors!"
