I just had my copy of it arrive yesterday, and I played through it. In my
edition, it clearly looks like a trill. I have the squiggly line over the
note even. What it really looks like is a typo, with another "r" in place
of the "t". In all of the works of Francaix that I have played (concerto,
quintet, trio, ww quintet #1) I've never seen flutter for the cl. The
horn does do it in the first ww quintet, so you could check out how he
abbreviates it there. I've never seen rr~~~~~~~~~~~~ mean flutter. I think
it's a typo.
