Of course. Guy Chadash of Chadash/Buffet Barrel fame does this.
212.239.7187. He's in NYC and is the North American Acoustical Consultant
for Buffet.

Give him a call and see if he has a slot to be able to do the work for
you - possibly by mail. Works equally well on A, Bb, Eb, D R13's. The RC is
not as much as a problem for allot of people since a little bit of this was
done in that area for the design of the RC model (just not quite enough
though). The Vintage has a higher placement of the register tube as does the
Festival.
