Relocate the register vent up towards the top end of the clarinet about 1mm.
This would drop only the notes mentioned without destroying the twelfths or
any other notes including the throat Bb (if you have the right register tube

I just dont think that the register vent is high enough for some people
playing the R13, especially the older ones. I had this done on my R13 Eb and
those notorious notes are as well in tune as my Bb. I didn't think it
possible!

Which ones Clark? All of the ones that I've played show a tendency to be
right on in that area and ever so slightly under (5 cents maybe) in the
bottom twelfths. Both blanks do this for me. In fact, this seems by all
accounts that I've witnessed or experienced to be one of the extrodinary
things about the blank...that the twelfths are so close together without the
throats dropping too low.
