You are correct, or at least the original of that story allows one to
conclude that you are correct. It is one of the, perhaps, six or so
exceptions in all clarinet music.
The story has to do with Arie performing the pieces and Stravinsky
sitting in the auditorium during his run through to get the sound of the
hall. Arie did all three works on B-flat and Stravinsky admonished him
for not changing instruments as the part requested. From this, one can
conclude that Stravinsky was sensitive to tonal color of an instrument,
but I have a dozen stories that show exactly the opposite.
In any case, Stravinksy never said (as Strauss did) that he wanted a
different color. He simply criticized Arie for having only one clarinet
with him. Maybe Stravinsky liked even numbers. But I suspect that your
conclusion is reasonable, though it proves very little.
