Mario - I believe that this policy is generated by Canadian Immigration
regulations, which require the employer to demonstrate that there are no "better"
qualified Canadians available for a job in order to give foreigners work permits.

Maybe not appropriate in these days of open borders, but please don't blame the
orchestra - (and please, no "Blame Canada" jokes here).

And I do appreciate that American immigration policy is somewhat more open, but I
don't think that Canadians have "no problem" taking your jobs - there are similar
problems with green cards for free lance artists.
