The simple answer: yes.
The complicated answer is "depends."
Playing the Carnival of Venice would very seldom be a great work of art.
The Mendelssohn violin concerto on clarinet? To my ears, no.
OTOH, there are a great number of works that retain their integrity whilst
played on another instrument. The Copland violin sonata works better on
clarinet, I think. It took Maurice Andre almost seven weeks to record all
of the trumpet canon, so he recorded pretty much all of the oboe repertoire,
too -- sorry Dan, but I like them just fine.
Many transcriptions of orchestral music work great when played by a good
wind ensemble. Others do not. We can spend a lot of time discussing which
do and don't.
