It's a jazz term; but it means more than just "phrase." As with
many musical terms, it probably has different connotations for different
people, but "flourish" and "improvisation" are part of the meaning,
that's for certain -- an improvised phrase that requires exceptional
dexterity and/or expresses more personal & intense emotion than the
primary melody.
Some jazz musicians develop their own "licks" in advance and use
them as their personal 'signatures' but with slight improvisations as
their mood and needs of the moment dictate. Thus a "lick" is not
necessarily total improvisation.
