That site also has the cover of the original sheet music, but I don't see
the sheet music. It was composed in 1924, so I think that a good argument
could be made for it being in the public domain, but what with renewals and
such, I'm not sure.

At http://209.63.61.113/addicted/music/ragtime.htm there is a nice piano
MIDI rendition, possibly convertible for clarinet solo,

There is a zipped MIDI file at

which may be more amenable to transcription for solo clarinet. Don't know,
I didn't unzip it.

The following site has two versions, the second of which may be complete,
but you'll still have to import it into some music notation program:
