This is PURE speculation, mind you, but it could be one or more of or a
combination of such factors as:

1.) The plastic, not being as sturdy as the wood, or for other reasons
concerning the molding of plastic, must be designed thicker to be of equal
strength.
2.) They figure that professional instruments will not be subjected to the
abuse student horns get, and thus they can move the compromise toward a
thinner and more fragile arrangement in order to improve, tone, tuning,
responsiveness, etc.
3.) Student instruments may use designs that include the concept of
smaller tone holes for easier coverage by little fingers, but rather than
make the rings smaller to suit, they leave them the same size for
interchangeability and thicken the chimney walls to fill the rings.
