It used to be the case that many players in Italy played on 'full Boehm'
instruments, ie, ones with low Eb. So, it's an 'oldish' rather than
'newish' Eb, really. This 'tradition' has almost entirely died out.

I haven't encountered many low Ebs in the repertoire. If as you say
there are low Ebs in Respighi, the 'trick' is probably one of: to leave
it out or put it up the octave if it's not too important; to switch
notes with some other instrument; to stick the A bell up the Bb bell
with Blutak temporarily, if there isn't a low E in the passage; to play
it on the A clarinet if you can make the switch conveniently; to
transpose the whole piece for A clarinet; to write out the whole piece
for A clarinet; to get someone else to write out the whole piece for A
clarinet; to send a deputy.
