I'd like to know the meaning of the notation in the two images

The first is in 4/4 time. Notice the large dots in the first beat of two
measures in the center staff (and the missing first beat in the third).
What do you think they are supposed to mean? This is from Op. 45, No. 2 by
Franz Krommer and G above the staff didn't work for them when I Iistened to
all the instruments. G, F and E respectively sounded much better. I
haven't seen this notation before and wondered about it.

The second image is of the title of "Partia in C." Is that supposed to be
C major, C minor or something else?
