"minchia" is a dialectal word used in Sicily but is in common use in south
of Italy.
It means penis (as Doug has said) and it is not so offensive.
I think that that sentence has a deep meaning. The first violin try to do a=

ideal image of his instrument and the clarinet remind us that clarinet in
ONLY an instrument. The contrast represent the fact that musician (in the
film?!?) are not so cultured: most of them came from some little village an=
d
they are just blowing or "raspberring" in a tube or something else.
And everyone has his own problems and the instrument is an opportunity.
In "Orchestral rehearsal" every character has a particular accent, taken
from some part of Italy.
The first clarinet (the one who tells the story of Toscanini) is from
Romagna, the flutist is from Firenze, the second clarinet is from Roma.
At some point the second clarinet says the first "datte na pettinata,
sapon@-----. cake of soap=

(he is bald...).
