I got that info from your article, so the problem doesn't just appear in
Florida.

One of my first when i began teaching private lessons::
student 'signed up' for 4 lessons on, guess what, TADA, the 2nd
movement of the Mozart. No consistent rhythm, and very approximate on the
32nd note scales and apreggios. As WE worked on rhthmic features,
noticed his breathing had no relation to phrasing, decided to focus that
on next session. Although he left the session seeming pleased with his
improvement and plan, he never showed again. Then called after contest
to complain that the judge listed his breathing as 'needs improvement'.
i think this kid has a hard road ahead.

There are a large number of students in school band, chorus, orchestra
who do not have private lessons. Parents say, 'you have a music teacher,
we don't need to pay another person.'
