True, but most, or at least many, schools have site licenses. For
example, the University of Evansville pays each year for a site license
from some of the major music licensing organizations. I don't know all
the details, but we pay so much per year to BMI, ASCAP, SESAC, etc., or
some of these. That means that, for example, when a travelling group
comes here and performs, neither they nor the university have to make
separate payments to the owner of the copyright. The University radio
station has a similar arrangement, or is covered under the University's
agreement. But, as you point out, that still has nothing to do with the
making of unauthorized copies (sounds better than "illegal copies") of
printed music.
