Most music today is NOT published with a "site license" in the sense of
allowing unlimited copies to be made by and for the original purchaser
only. Making a set for the neighboring school would be just as illegal as
it has always been. It should be possible to arrange for a unique code to
be placed on each CD-ROM, for example, that would print a number on the
copies that would link them to the source for tracking.
