The school _today_ has a "site license" (in the sense that the music
purchased must remain the property of the school). The only difference here
is the number of copies that can be produced. The neighboring school needs a
"quick copy" of the music, so you print out some and give it to them. It's
still illegal to do that - copies will have to be numbered and turned in
most probably to remain within the law.
