If the system is implemented correctly, illegal Xerox copies and printed
copies will not exist, as both will be LEGAL as long as the school has a
site license. Illegal DIGITAL copies, admittedly, could be a problem,
which is why download of files to be printed only (PDF), rather than saved
to disk (assuming that is possible), may work better for publishers than
CD-ROMs. Initial download of the work would require immediate payment.
For subsequent downloads you would already be on file as legally entitled
to additional copies. If you start downloading them and selling to your
friends, they would have a record to catch you with. Does this make any sense?
