You are correct that the original purpose of having a full Boehm B-flat
clarinet was to avoid the necessity of purchasing an A clarinet. In New
York, there were a number of professional clarinet players who did not
even own an A. The played everything on a full Boehm B-flat.

However, once the instrument was around, composers started writing for
the low E-flat and probably presumed that that was the normal range of
the instrument. It is just a step from there to them having the
conclusion that the A clarinet had a low E-flat on it, too.
