I am searching for information on this composer as well as the date this
composition was written. Does anyone know about it?

My guess is that it is French, but I really don't know.

Does anyone know a really sharp music librarian? I've looked in the obvious
places, such as Grove's and also old record jackets, but I've gotten
nowhere.
