I've seen at leaast three different instruments in "Andean" ensembles in
England making sounds of that sort:
1) A notched flute with "normal" fingerholes - I didn't count how
many; presumably the q(u)ena;
2) Panpipes consisting of multiple notched flute tubes;
3) A sort of S.W. European fluviol/txistu/whatever pipe on steroids -
i.e., a fat pipe with a whistle head and 2 front holes and 1 back.
