Bill, the half-size note you describe is a grace note. Usually they come
before the beat, and the emphasis is on the principal note - the effect is a
blip or a chirp, sort of like a drummer's flam. In the Stravinsky Three
Pieces, that's how they're done, though in the first movement of this piece
I don't play them as "chirpy" as I would in, say, a Sousa march (listen to a
recording). Depending on the context, though, grace notes (appoggiaturas)
can also come on the beat and get counted. There's a good explanation of
grace notes, both long and short, with examples and exercises, in the Rubank
