Your reed does need to fit the mouthpiece at the tip and along the rails.
The whistling means air is escaping where it should not. I would try a
different brand of reed - Oliveri might work nicely if you need a reed that
is somewhat narrower; Mitchell Luries or Grand Concerts if you need a wider
reed (you said you were using Vandorens?)
Now, one caveat here: I have had success using a Bb reed cut off at the
butt to use on Eefer, but I find I really have to do a lot of adjusting and
hacking away. I don't recommend doing this because 1) the reed hangs off on
the sides and; 2) it's way too much work when you can go buy reeds for eefer
that work much better. The stores around here had run out and I didn't want
to wait to order these reeds.
