The reason for it is, as you have discovered, to keep the Eb from sounding
way flat. It shortens the effective length of the bell. The same
principle is applied to cheap student oboes. The ones that have NO low Bb
key on the bell have vent holes to replace the normally open Bb hole or it
will throw off the low B.
