Hi Laura and welcome to the list.
What has helped me with high notes on bass is to either not use reeds that
are really stiff - about a 3 at the strongest- or to sand off a bit at the
tip, from about 1/8 of an inch form the tip outward. I found that this gave
me the sound I desired in the lower register while also giving me responsive
high notes.
BTW, what kind of bass are you playing on?
