No, it is not in Klarinet but in a bimonthly magazine called "Moment."
The story does not speak to Burghauser's role as a bassoonist (though it
mentions it, of course), but rather in the dignified way that he behaved
at the beginning of the Nazi occupation of Austria in 1939. He was
President of the Vienna Philharmonic at the time.

When you say you are playing the 4th part in Elektra, that is unclear,
there are 8 parts as I remember: 2 B-flats, 2 As (and played by four
people), an E-flat, 2 basset horns, and a bass clarinet. The last time
I played it, I did one of the basset horn parts and that was a lovely
experience.
