A couple of ideas to justify D natural at the top of the run in measure 16:

1 - throughout the piece Messager seems to follow the practice that
accidentals need to be re-marked in each octave. There are lots of places in
this piece (indeed in a lot of 19th and early 20th century French pieces)
where accidentals are indicated in each octave within a measure as a passage
climbs. I know, the C# is explicitly cancelled by a natural sign in the
second octave and the D# isn't, but Messager's general practice throughout
the piece is to re-indicate accidentals in new octaves.

2 - (which makes #1 more convincing) the harmony (if you check the
accompaniment) at the beginning of the measure is C#-F-A. On the last beat
the bass line goes down to C natural, leading to B in the next measure. The
whole progression (which repeats the harmonic scheme of bars 3-10) makes it
clear that the harmony here calls for a (concert) C natural, or D natural in
the clarinet part.
