Unfortunately, this is established by individual locals and is not
consistently true. I'm a member of two locals, one based in Philadelphia and
one in a nearby smaller city across the state border. The big city's
doubling scale is quite generous - 50% extra regardless of the number of
instruments. The other local has no doubling fees at all. You're at the
mercy of the jobber (or you just turn the work down).
