I don't know about other states, but in Texas (well, the Lubbock area) one
cannot participate in region or local bands unless enrolled in a band
program at their school. I think some of these organizations may have
exceptions, but the fact is they do have that prerequisite. As for the
whole musical student equals academically gifted student... the majority of
the players that do well musically tend to be the ones that do well
academically. Personally I think that is just a character trait- those that
study will be the ones that practice, and therefore the ones that get
better, etc..

Regarding the overloads on high schoolers "these days":

Several outstanding young musicians in our area (Denver) choose to home
school. They do rigorous academic study and play in area symphonies
while omitting all the fluff of the school day.

My own experience with homeschooling resulted sucessfully by the quality
of learning rarther than hours and hours of classes and piles and piles
of busy work. Tony's experience as shown on his web site seems similar.

Mark, surely statistics are not needed to tell us that all _our_ kids
are above average. And the young clarinetists on this list - they
certainly are exceptional !!
