Absolutely. The band directors I hang out with have one very basic
motivation -- they want their kids to sound as good as possible. If there
is a teacher that has consistently gotten results with a range of students,
you bet they get recommended. Conversely, a "teacher" that consistently
harms students' playing (yes indeed they exist) should not expect any mercy,
let alone referrals.

<<<Do you think it is ethical for a band director to teach private lessons
to their owns students?>>>

Yes. Absolutely if they are "free." Conditionally yes if there has been
full disclosure of the apparent conflict. Oftentimes the band director
*is* the best available teacher.

<<<Is there anything that can be done in a situation like this?>>>

Teach. If you do a great job with the students that you do have -- if they
turn out to be stellar players -- you will end up having to turn students
away. Kids are intensely competitive, no matter what you do. If your
students kick butt at the solo & ensemble contest, you will get hired.
