Apparently this is true. I had the distinct pleasure of sitting in with an
Army band in Panama a few years back during a brief tour of duty there. I
was moved to volunteer my services when I went to an outdoor concert to be
given by this band and noticed, while they were setting up, that they had
only two clarinets in the whole band! (Actually, they had three, but one
was in the hospital.) Since I had my horn with me to practice in the rec
center afterward, I was able to join in, sight-reading second clarinet.
They told me then that it was hard to get clarinetists. Notwithstanding
the instrumentation, it was a fine, professional group. I was even invited
to rehearse and play with them again, but alas, I was shipping out just
before the next concert.

If you have to mic a saxophone, the rest of the band is too loud.
