I tend to agree with David's general point: you need to visit these schools
and make a determination based on your personal experience and impressions.
For players who intend to take a shot at a professional performance career,
the most important elements of your university education will center on a
number of critical criteria:

(1) The quality of the private teacher
(2) The availability of performance opportunities
(3) The quality of your peer group
(4) The quality of the orchestra and wind ensemble
(5) The quality of the conductor(s)
(6) The quality of classroom instruction (vis-a-vis theory, music history, ear
training, keyboard literacy, conducting, etc.).

Probably the most fundamental test you will need to apply when you visit each
school is to take a lesson or two with each of your prospective private clarinet
professors. The relationship you develop with that person and subsequent pri-
vate teachers during your university education will probably have the largest
impact of any others that you will experience in your growth as a clarinetist
and musician.
