It's not by Wagner. There are at least two technical papers that assign
authorship of the work to someone else, but I can no longer remember who
they are. However, I did see a paper on the work in The Clarinet a long
time ago when I was a subscriber to the magazine. If there is someway
to do a search on that journal, you could start with the words "Wagner
Adagio" but if that name is not in the title, you'll have a little
trouble.

Bet you $5.00 that within 24 hours, you will get 9 postings telling you
exactly where to look.

But it is NOT by Wagner. And it never was.
