Wayne,

Bb is the worst note on most clarinets--any maker, any quality. Players
who don't use resonance fingering for any other throat tone do use one
for Bb. Finding the best Bb resonance takes experimentation with a tuner.

Play regular (thin, dull) Bb, add other keys until the note sounds more
tonal and in tune.
Likely possibilites include: R&Akey 23 / 23Eb or R&Akey 3 / 1 3 .

{This may be obvious) Then make that improved fingering THE fingering
for that note. Slow passages first (where most needed) and gradually
into most situations, reserving the thumb and Akey fingering as a 'trill'
or fast arpeggio solution only.

I once had a clarinet with a good Bb--and the rest of the instrument was
a untuned nightmare.
