In America, at least, yes.

However, it has been my experience that the music publishers seem to be quite
reasonable about granting permission for doing arrangements of this kind, for a
limited audience, when you do not intend to sell the result. For example, when
I wanted to arrange a piano version of Carol Of The Bells for my community
band, my letter to Kjos Music brought a prompt and reasonable response. In
exchange for $10, a short form describing my intended use, and a copy of the
final score, I'm allowed to make 10 copies of my arrangement and perform it as
amuch as I want, as long as I don't sell the result.
